We provide technical assistance to local municipalities for clean energy projects and community resiliency work. If we influence those leaders to take on those projects and form relationships with them, if we share other information through our newsletter that would be more lobbying or other communication, could that be counted?
What about asking your supporters to thank a legislator for taking XYZ action -- is that lobbying?

Can you talk more about how the “specific policy proposal” is defined? Are proposals like “we need to eliminate pollution from our waters” or “you need to act to end discrimination against this vulnerable population” counted in this?
Also is providing technical assistance with someone you know will use that TA for direct lobbying considered direct lobbying?
